Known Shipper's Singapore (Regulated Air Cargo Agent Regime)

   
 

The Regulated Air Cargo Agent Regime (RCAR) is a security measure to enhance air cargo security on commercial passenger aircraft. Singapore is implementing the RCAR with effect from 1 April 2008.

ATM Singapore has already registered as RCAR member

Being RCAR member, we are known as known shipper. Agents who is unknown shipper will be subjected to cargo screening.

This is implemented in a preliminary stage and sometime 2009, it will be fully implemented as follows

- existing RCAR member will have to write up security measures / proposals about how they secure and handle their warehouse with minimum security measures. This includes CCTV, burglar alarm, security guards, DG cargo in warehouse or not, and etc.

- shipper who has ship with ATM Singapore at least 3 times a year and not more than 6 months from the past shipment, shall be known shipper. Otherwise should say as unknown shipper.

- cargo tender to terminal and as unknown shipper (I refer HAWB), it will be subjected to screening which screening cost (unknown) occurred, and this may results delay thus shipment must prepared in advance than normal required lead time.

- if ATM has a MAWB of multiple HAWB (example) to ATM ZRH, should any HAWB’s shipper  is an unknown shipper’s, not only it subject to screening but may also resulted off-load situation if they failed screening test.

At this moment, it is not strict yet and the authority is also accessing the development. Once they have confirmed and implemented 2nd stage, more information and requirement will be released.
