Who has to pay the the costs

   
 

The reinforcement of security measures in the airfreight industries has lead into higher costs for the airlines and airports. These charges are billed to the company consigning the goods, meaning the forwarder.
The expenses are not the same if it’s a known consignor or an unknown consignor as per the regulations for Air safety published by the DETEC.
As the certification to become a known consignor is expensive, some shippers, to save costs, have decided to work with EX-WORKS. In this case these costs would be transferred to the consignee through the forwarders. Once the forwarder tries to reassign these charges to the consignee, hem ay refuse them as they are port of getting the good ready to ship and are not related to the shipping costs.

As per the standard Spedlogswiss Condition, it is the company using the forwarder who will be responsible for the costs involved. Should the consignee not pay, he would have to invoice these charges back to the shipper.
